<p>NOTE This position requires candidates to currently hold a TS/SCI with Polygraph security clearance. Due to the classified nature of the program we are unable to advertise the specific polygraph. Details will be discussed with qualified candidates.</p>
<p>CONTRACT DETAILS This is a NEW 10 year contract with well over a 1000 positions (and continues to grow). <p>POSITION SUMMARY With a wide range of knowledge, performs independent assessment of the information security posture of an organization using applicable tools. Assesses information network threats such as computer viruses. Operates vulnerability assessment equipment in support of penetration analyses. Provides guidance to less experienced information security professionals. Prepares evaluation reports. Recommends remedial action.</p>
<p>RESPONSIBILITIES<br />
+++ Monitors security systems, and analyzes potential threats and vulnerabilities to client systems.<br />
+++ Develops new computer and network security systems, including both hardware and software.<br />
+++ Coordinates technical incident response and remediation activities for client environments.<br />
+++ Provides security analysis and consultation services for product, system and network architecture designs.<br />
+++ Develops tools for operational use and analyzes current threats to information security and systems.<br />
+++ Analyzes network traffic and alerts to assess, prioritize and differentiate between potential intrusion attempts and false alarms.<br />
+++ Launches and tracks investigations to resolution.<br />
+++ Composes and sends alert notifications.<br />
+++ Analyzes security findings and data.<br />
+++ Publishes reports and keeps metrics for client systems.<br />
+++ Identifies trends and root causes of system failures or vulnerabilities.<br />

+++ Typically requires bachelor’s degree or equivalent, and five to sevene years of related experience.<br />

<p>Duties and Responsibilities<br />
Transcribes and/or translates Chinese source material, both printed and audio, provides analysis and reporting of translated Chinese foreign language source material, and quality control of junior linguists. Typically works as part of or may lead a team of linguists supporting operations CONUS or OCONUS. Must be a U.S. citizen and able to obtain a customer granted security clearance. Must possess native or near native proficiency in the foreign language, typically a minimum of 3/3 on the DLPT or equivalent test. Positions available in WMA and Northern California<br />
RESPONSIBILITIES<br />
Translates Chinese intermediate to advanced level printed materials including technical manuals and Chinese foreign language periodicals into good grammatical English.<br />
Transcribes and translates Chinese foreign language audio files into good grammatical English.<br />
Prepares and updates databases of translated source Chinese material.<br />
Operates customer furnished monitor/recording equipment.<br />
Scans intercepted data and determines as pertinent or non-pertinent to mission requirements.<br />
Participates in analytical meetings or conferences when applicable.<br />
Drafts product reports.<br />
Provides quality control of junior linguist transcribed and translated Chinese material.</p>
<p>Required Qualifications<br />
Chinese Non-native Linguist &#8211; Requires a bachelor’s degree or equivalent and five to seven years of relevant experience.<br />
Chinese Native Linguist – Requires native level skills and five to seven years of experience.</p>

<p>Overview of RAND</p>
<p>The RAND Corporation is a nonprofit institution that helps improve policy and decision making through research and analysis. We focus on the issues that matter most such as health, education, national security, international affairs, law and business, and the environment. Our research is commissioned by a global clientele that includes government agencies, foundations, and private-sector firms. Approximately 1,700 people from more than 50 countries work at RAND’s offices in the United States, Europe, and the Middle East, representing diversity in work experience; academic training; political and ideological outlook; and race, gender, and ethnicity.</p>
<p>We are seeking a Director, Corporate Security &amp; Safety, for RAND’s global operations. The position is responsible for the development, and implementation of all RAND security policies and programs, including those governed by the NISPOM and NISPOM Supplement, Intelligence Community Directives, personnel and physical security, export control, business continuity, emergency response and safety programs.</p>
<p><strong>Position Description</strong></p>
<p>This position will report to the Vice President of the Office of Services. The Director will function as the primary security interface with the RAND Vice Presidents of Project AIR FORCE; the National Defense Research Institute/National Security Research Division; the Army Research Division; the Justice, Infrastructure, and Environment Division; and their research staffs. This interface is vital for maintaining familiarity with the research agendas and providing security expertise for their programs and projects. The position will also serve as the principal security interface between RAND and the security organizations of its clients in the Air Force, OSD, Army, Intelligence Community, and Department of Homeland Security, Department of Justice, Department of State, and FBI.</p>
<p>The Director will manage the security staff, and operations, including special security facilities, at RAND offices in Santa Monica, CA, Arlington, VA, and Pittsburgh, PA. This position is based at the RAND office in Arlington, VA and significant travel to RAND sites and client locations is required. The scope of the position also includes policy and advisory responsibility for European and Middle Eastern offices and other international work. Staff consists of approximately 60 RAND and contract personnel, including security officers, security analysts and specialists.<br />
The successful candidate will have experience managing security operations for a multi-site contractor or government agency, excellent knowledge of government security regulations and policies, and have contacts within the Intelligence Community, Department of Defense and Department of Homeland Security. Demonstrated skills in recruitment, training, and development of a professional, responsive staff are critical.</p>
<p><strong>Qualifications</strong></p>
<p>The technical and leadership requirements for this position include:</p>
<p><strong>Technical</strong><br />
+++ Excellent knowledge of the NISPOM, NISPOM Supplement, Intelligence Community Directives and related special security regulations for a broad range of clients in DoD, Air Force, Army, and the Intelligence Community.<br />
+++ A minimum of 10 years relevant experience including significant experience managing special security facilities at multiple sites.<br />
+++ Established relationships and a positive reputation with industrial and government security counterparts.<br />
+++ Experience in designing and conducting security and safety education and training programs, is desirable.<br />
+++ Experience in business continuity and in the training and exercising of incident response and emergency response teams is preferred.<br />
+++ Familiarity with security awareness methods and appropriate precautions for protection of RAND sites and management.<br />
+++ Familiarity with U.S. export control regulations is desirable.</p>
<p><strong>Leadership</strong><br />
+++ Ability to establish organizational strategies and implementation priorities, enlisting the participation of key RAND customers and security staff.<br />
+++ The candidate must have strong oral and written communication skills and the ability to effectively manage a security team to deliver the highest quality customer service at three RAND sites.<br />
+++ The candidate must demonstrate initiative in pursuing problems, opportunities and innovative solutions while handling both the micro level of security compliance and the macro level of RAND business opportunities.<br />
+++ Ability to manage people in the organization to develop their skills and knowledge, and align the resources to accomplish the department’s priorities.<br />
+++ Experience in managing to a budget, and flexibility in shifting priorities within the budget as changes require.</p>
<p><strong>Education Requirements</strong><br />
The education requirement is minimally a bachelor’s degree, and postgraduate work is desirable. ASIS CPP and NCMS ISP preferred. Membership and participation in national security organizations such as ASIS, NCMS, ISWG or CSSWG is desirable.</p>
<p><strong>Security Clearance</strong><br />
The candidate must have a current SSBI.</p>
